i cannot change UAC settings afer update

hi all. I recently tried copying some files to program files and noticed they were not writing to it so I decided to look up my UAC settings. I then went into user account settings and tried change my restrictions and it didn't work like it was a broken link. I then went ahead and tried a few other ones on the same page and they didn't work either. I gave my OS a fresh install and tried it again and it worked! I proceeded with the windows updates and the first GB of updates were fine and all was working until after another batch of updates it stopped working again! I am really confused and couldn't find this problem on any other forums I hope someone here can shed some light on this.

edit: I have tried using sfc /scannow and had no luck

ms most recent updates had some glitchy ones.these are the problem updates.kb2817630,kb2810009,kb2760411 kb2760588, and kb2760583.so far i havent seen fixes for them but watch the ms website for them.
