Hello, I have just re-built my computer and am now having some issues. Most everything works fine, however most usb devices will not be registered. the ports work fine, i have tested them all. and the devices are visible on bios, however in windows itself, i cannot use them. for some reason my computer will not run any drivers via usb connection. I recently tried installing windows 7 and ran into a problem where the drivers were not detected when running the install. I thought this may have been a software-hardware compatibility problem as i am using an 8th gen cpu, so i then tried windows 10 via usb. and ran into the exact same issue. I have run windows repair, re-seated everything in the computer. but cannot get drivers to work. the computer is currently running windows 7, and most of the parts are brand new. here is my computer's specs:

MSI Z370-A PRO LGA 1151 mobo
Intel Core i7-8700K Coffee Lake 6-Core 3.7 GHz cpu
G.SKILL Ripjaws V Series 16GB (2 x 8GB) ram
EVGA GeForce GTX 1060 FTW+ gpu
CX 600 Corsair psu

if there is anything else anyone needs to know feel free to ask.

Solution
Simple answer is, because Intel removed the EHCI controller from 6th gen (Skylake) and newer chipsets, and Windows 7 does not have built-in drivers for the now standard xHCI controller that handles the USB ports.

If your motherboard has a PS/2 port on it, use that to perform your installation, to the point you can install your USB drivers from a CD. If not, you will have to slipstream your drivers into a custom Windows 7 installation, so Windows 7 can install the drivers during your installation to support your xHCI controller.
