Upgrading old pc

ok...so i have a computer from 2007 that im upgrading on a budget. The motherboard allows 8gb of ddr2 ram at 800mhz. a cpu with lga775. and a graphics card with pcie 2.0. are there any recomendations for the cpu and graphics cards that can hold up to today?

The CPU at the moment is the Intel Celeron 450 at 2.2gHz, the motherboard is the foxconn g33m02, there are 2 gb of ddr2 kingston ram,theres no gpu right now but it allows pcie 2.0, and psu is the bestec 250 w.

 
Well, still not enough to go on because I can't find CPU compatibility list but here http://www.foxconnchannel.com/ProductDetail.aspx?T=motherboard&U=en-us0000319 it says: Intel® Core™2 Quad, Core™2 Duo, so intel Core2 Quad Q9550 would potentially be best possible.
With that one a GPU like GT 1030 would be at home. PSU is also suspect and would probably have to get stronger one.
I's just that I'm not sure how financially is all of that feasible, to sink any money in it.

im gonna get a psu that can withstand most things. um i found 2x4Gb sticks of ram at the 800mGhz speed i need. Do you think that an intal core2 quad Q9550 would be able to keep up with the gt 1030?
