i cannot see the buildings and the streets in gta 4

when i start gta 4 i cannot even see the walls of the safehouse and when i get out of the house i cannot even see the streets or the buildings only the player the cars and the lamps please helpme

Need full system specs and if this worked before. If it worked before, what changed before the issue started?
