Question I can't access configuration from the Taskbar ?

basically if I try to access the date configuration or sound configuration straight from the desktop/taskbar instead of open the configuration window I just get a cmd prompt the disappears in a instant, I could'nt find a solution looking on the web cause I can't quite explain **** [Moderator edit to remove poorly disguised profanity. You should run full scan with Malwarebytes.
