I can't change to graphics setting on GTA 4!!!

I went into gta 4 after I bought it and I wasn't able to change the graphics settings. It just stayed at 800 x 600. It said, "Warning: Your graphics settings are near,or exceed,the suggested resource limits for your system. It is recommend that you reduce your graphic settings in order to run the game optimally"
I highly doubt this considering my pc specs and the time at which this game was released.
My pc:
Intel i5 4690
Amd r9 290 (4 ddr5!!!!!)
8gb corsair 2133 memory

It is a known issue with cards that have over 2gb vram. Here is a fix...
