I can't change voltage in BIOS

When I change CPU Voltage in Bios and start Windows voltage stay default and I can't overclock the CPU

RAM: Patriot 2x2GB & Corsair Vengeance 2x4GB 1600MHz
GPU: Gigabyte R9 280XOC
SSD: Kingstone HyperX Fury 120GB
PSU: Power LC6600GP2 v2.3 600W

Try taking the CPU Core Controll off Auto.
