Question I cant connect to my routers settings page

When i do ipconfig it shows me that my default gateway is 192.168.1.1 but when i try to connect connection refuses. I cant even ping it.
My router model is : TD-W8951ND
Im not sure if it will keep me connected to my adsl network when i factory reset it otherwise i would do that.

Are you sure you have only 1 router and not 2, such as switch/router

are you trying to connect through wifi? some routers won't let you and require you to be plugged in by ethernet.
