Question I cant consistantly hit 60 fps on games i have the specs for

I have a A320m A Pro Max with a GTX 1660 TI, and a Ryzen 5 2600 and 16 GB of Ram

most bigger games, like watch dogs 2, or gta 5, the ram is OLOy 16GB DDR4 3200mhz, lepa N500 power supply, its a hdd, 46° C for the CPU, and 64° C for the GPU
