I can't create a new volume

I accedently deleted the drive. now it shows free space but I can't create new volume from that. There's only two options that are new simple volume and help.. in c drive also extend option not working..I need to create the new volume. It's actually around 20 GB.

Click with the right mouse button on the unallocated space and select the "new simple volume" option. This is the one you're looking for. Just continue with the steps and you should have a newly created partition with the remaining unallocated space you have on that drive. A 3rd party partition management tool is also an option, as @The_Staplergun has suggested, so it's all up to you.
