Build Advice I can't decide which parts to get for upgrading ?

Hello, I've been using an i7-8700k since early 2019 and It's time for an upgrade. After some researches I did manage to choose either the i7 13700k (based on my needs)
or the i9-13900k and I still need to choose a motherboard, RAM and a cooler for the build.

My current pc build:

i7 8700k @5.0GHz (will be upgraded)
DARK ROCK PRO 4 (will be upgraded)
ASUS ROG STRIX 3070 TI
ASUS ROG STRIX Z370-F (Will be upgraded)
Corsair Vengeance LPX 4x8GB 3000MHz Series ‎CMK16GX4M2B3000C15 (will be upgraded)
Corsair RM850x 80 PLUS Gold Fully Modular 850 Watt
Samsung 980 PRO 1 TB
Samsung EVO 860 250 GB
Corsair iCUE 4000X (It came with 4x CORSAIR 120mm)

I'm more likely to go for the i7 instead of the i9 because I will need it for Gaming and Streaming . Is it worth going for the i9-13900k? Price difference is 179 Euro (German Prices).

For the mobo I figured either the Asus rog strix z690-e or the z790-f. I heard that they are overpriced but i'm building this pc to last at least 3-4 years of daily use and might overclock the CPU in the upcoming years.
Prices: z690-e = €425.42. z790-f = €442.98. Any other suggestions are highely appreciated.

For the RAM I heard that Corsair Vengeance RGB DDR5 32GB (2x16GB) 6000MHz C36 is pretty decent for the price of €158.62 and I have another option which is G.Skill Trident Z5 RGB Series (Intel XMP) 32GB (2x 16GB) 288-pin SDRAM DDR5 6000 CL36-36-36-96 for the price of €193.26. I heard that Corsair is a better option here and any other suggestions are highely appreciated.

I still haven't decided which cooler I should go for, If i go for a liquid cooler I have a space at the roof of my case for 2x280mm fans but I'm still unsure because i have a corsair 120mm SP RGB ELITE (fans came with the case) I got 4 of them one is placed in the back and three at the front and I found this thread of someone having a problem fitting a 280mm liquid cooler here:

The whole budget for the parts is around 1000-1200 Euro. Parts needed are:
  • Motherboard,
  • CPU
  • CPU cooler
  • RAM

I would highely appreciate all suggestions possible.

Either I7-13700K or I9-13900K will be a massive upgrade.

Since you are talking budget, I have a few thoughts:

Your DRP4 is an excellent air cooler. Plan on reusing it by buying a lga1700 mounting kit.

You now have an excellent ram kit. Plan on keeping it.
There is no difference in performance in actual apps between DDR4 and DDR5.
Yes, DDR5 speeds look impressive, butDDR5 ram also have higher latencies which negate a lot of the speed benefit.
32gb should be plenty, and Intel does not depend on fast ram for performance.

On general principles, buy the more current Z790 based motherboard. It will be an evolutionary improvement over X690. Asus must have learned something.

Very nice case. I see no need to change it out.

No longer can you get something for nothing by overclocking as you could with a 8700K.
Modern processor chips are binned.
The better ones will be used in higher priced versions of the processor like the 13900K or 13900KS
The chips are designed to run full out naturally.
There is really no overclocking headroom.

Most will just let the turbo mechanism boost a couple of cores past what an all core oc can do.
That is what you want for gaming.

For gaming, or any other app that does not fully load all processing threads, cooling need not be as great an issue as you might think.
