I can't download big files + my screen turns wavy when I game?

Hi!
Ever since I put in my new graphics card (MSI gtx 980 ti) my computer has been acting strangely. Everytime I start downloading a big file (~10gb), it sort of crashes midway, and won't finish the download. It shows me that I have an internet connection, but won't let me load anything in the browser or let me us skype. And in that time, when I try to open My computer, it says I don't have enough memory to access it. I also have another problem. It started when I switched from a Nvidia gt 320 1gb to a EVGA 9800 GTX+. Whenever I start a game, the screen gets all "wavy" (if you dont understand what I mean, tell me so I can maybe post a picture. I still have the same problem with my new gpu... Can anyone please help me?

btw, it also says that my gpu is only using 2gb vram, while it's supposed to be 6gb?
I'm using windows 7 home premium 64bit
CPU: i5-2300
Motherboard: Acer Aspire X3990
RAM: 4,00GB Dual-Channel DDR3
GPU: NVIDIA GeForce GTX 980 Ti (MSI)
 


I have a Cooler Master v1000, so I doubt it's that ...
 
I only mentioned the PSU, because many are not very aware of such things, more so for those using an OEM system. Install malwarebytes, and run it, to check for any malware. Make sure your graphics drivers are up to date. More ram wouldn't hurt. 4gb is kinda on the low side. 8gb is pretty much the minimum anymore.
 


Nothing really worked, I had no malware + I updated all the drivers. I am planning on getting 8gb of ram, maybe that will fix my vram issue? But is it maybe possible that my monitor just isnt good? It work properly when I'm on the desktop, just browing etc. But as soon as I get into a game it starts acting weird. I took a printscreen when the screen was acting all weird, but when I pasted it in paint, the game looked normal. No waves in the screen at all. I'm really confused ...
 


What about my system showing that my GPU has 2gb instead of 6?
