I can't figure out what's wrong with this new GTX 1070

I bought a new GPU, EVGA GTX 1070, a month ago but games, apps that demanded high GPU usage stuttered and froze. I tried everything I could find like adjusting power management, changing RAM voltage, as well as to XMP in BIOS, using UDD to uninstall/install new or old drivers, restore windows, etc. etc. At the end I decided the gpu was faulty and issued an RMA.

The replacement came today and the performance is much better but still can't play games smoothly. Fallout 4 stutters consistently renders it unplayable.

MB: ASUS z97-pro
PSU: EVGA Supernova 750 80 plus gold (less than 2 month old)
