I can't figure out why my input lag is so high in windows and in games?

So a few months ago I had very low input delay. I have a responsive mouse (g402) and and two extremely (Benq 144hz)

A few weeks ago I messed with some fast sync in the nvidia control panel and even after fully resinstalling all drivers, Windows and moving onto a new hard drive I have what feels like much higher input lag on all games.

I just don't understand why it a doing this, is some of my hardware faulty. I originally thought it was monitor, but have used two now.

I am very clear on what to set up to lower input delay. No-Vsync, Raw mouse input, performance settings in nvidia panel etc.

I play at 144fps and have completely lost that awesome connected feeling you have with the mouse on low input lag settings. It feels like I am getting at least 50-100ms more like V-Sync is enabled.

Can anyone suggest anything?

I have freshly installed Windows twice, so that isn't the issue. Maybe it is an issue with the way Windows is handling IRQ's as stated in this thread?

Open nvidia control panel, click on change resolution. There, you'll see a drop down saying refresh rate. Click on it and select 144Hz. Don't forget to apply. If not this, you might have messed up the monitor settings.
 
My monitor settings are all the same and I have tested between many settings I have 144hz selected. Even so, the difference between latency from 60fps to 144hz is no where near what I'm experiencing.
 


It already is at 144hz and the difference between the latency from 60hz to 144 isn't close to what I am getting.

A few weeks ago I messed with some fast sync in the nvidia control panel and even after doing all of the things down below I now have very high input lag, which makes me feel like my mouse is on ice and nothing is responsive, it is the same for the keyboard.

Things I have tried:

Re-install Windows on a brand new SSD

Try different N-Vidia drivers

Make sure all my global settings are correct, High performance, No V-sync, max pre rendered frames at 1 in the N-vidia panel etc

Tried two different low input lag monitors, and messed with all setttings

Re-seated all hardware

Every game is now near unplayable and since I'm on disability, I really can't afford new hardware, otherwise I would look at getting some. Unfortunately I don't have many close friends and no-one to test additional hardware or compare.
