In case you haven't tried the second solution. Laptops and GPUs are really annoying at first. Try doing another clean install, uninstall even the CPU graphics driver. And try the other AMD driver, they have both catalyst and the other new one.

You could also check your device manager for devices not working properly. And check the webpage of your laptop for drivers for useless <mod edit> you'd think means nothing. I even use Intel Management application, in the past it made stuff work for my motherboard instantly.

Maybe your GPU gets too hot and it's set to stop when reaching a certain temperature. Try using an app like MSI afterburner or EVGA precision and manually set the power/temperature limit to the maximum. And even set a custom fan graph or just manually set it to 100% if it isn't so loud. That should make you achieve maximum performance.

Or use some basic apps that came with your laptop, those usually work the best and override most settings.

UPDATE: i was playing to this moment with catalyst center and it turnet out, when i set the game or anything to high performance, means to set it for the good gpu, it just still keeps launching it in power saver mode on trashcan gpu and temperature isnt issue for sure
edit: my gpu dont support maxing out fan via msi for some reason

You need to check MSI settings and enable customizing + AMD compatibility.

Also, if you know what laptop you have, check youtube and see if your fps match their fps. Maybe that's all the laptop can do. That's why laptops are never recommended for gaming, unless it's a huge expensive laptop.

You should just check for your exact model on google. LX3445 Asus not using GPU in games - for example.

I find troubleshooting laptops really tedious since every laptop is retarded in it's own way.

A friend bought a 1070 GTX laptop and it didn't even recognize the GPU until we updated windows and restarted twice. Yours might have some different issue we're not aware of. So either give people the exact model, or google it yourself. Besides that it's just trial and error and we can't help. I've dealt with several laptops but they are all different
