Question I can't flash bios on my R9 280x

Hello, I can't flash bios on my R9 280x, when I flash the original bios and starting the pc my motherboard's post code says b2 and fans run like at 70~% speed. I use 1050 ti for the video output. When I boot both cards, PC boots perfectly, but R9 280x still can't output video ( I think because of the bios). I can't even install drivers for gpu, because computer gpu freezes.
HWINFO64 when I click on GPU #1 PC immediately freezes. Device manager says this. I used to flash bios on "write only" bios many times, can it be the problem?
Specifications:
  • Motherboard : Asus Rampage IV black edition X79
  • CPU : Xeon E5-2620
  • RAM : 2x8GB and 2x4GB (both are at the same speed and same timings)
  • PSU : EVGA 850W B3
  • GPU1 : Nvidia GTX 1050 TI
  • GPU2 : AMD R9 280X
  • HDD : 1TB WD blue
So what I tried :
  • Putting it in other system system had integrated graphics
  • DDU and install again
  • Different PSU
  • Boot with 1 stick of RAM

I used ATIflash to flash my bios. Do you have any suggestions?
