Question I can't flash bios on my R9 280x

Hello, I can't flash bios on my R9 280x, when I flash the original bios and starting the pc my motherboard's post code says b2 and fans run like at 70~% speed. I use 1050 ti for the video output. When I boot both cards, PC boots perfectly, but R9 280x still can't output video ( I think because of the bios). I can't even install drivers for gpu, because computer gpu freezes.
HWINFO64 when I click on GPU #1 PC immediately freezes. Device manager says this. I used to flash bios on "write only" bios many times, can it be the problem?
Specifications:

• Motherboard : Asus Rampage IV black edition X79
• CPU : Xeon E5-2620
• RAM : 2x8GB and 2x4GB (both are at the same speed and same timings)
• PSU : EVGA 850W B3
• GPU1 : Nvidia GTX 1050 TI
• GPU2 : AMD R9 280X
• HDD : 1TB WD blue

So what I tried :

• Putting it in other system system had integrated graphics
• DDU and install again
• Different PSU
• Boot with 1 stick of RAM

I used ATIflash to flash my bios. Do you have any suggestions?

Try DOS mode flashing. It does not "Require" any special permissions.

Also forgot to add, there might be some commands, for example, ati flash -6 -8 -7 etc. Like GPU selection, Protection overwrite etc.

Nope, that didn't work, any ideas why?
I used command : atiflash -p 0 bios.rom

Make sure to properly name bios files and atiflash exe file and use their exact names in command prompt it will work i think also use force flash command

Still the same, no video output and can't install drivers, I even tried install bios from gigabyte website.

Switch to igpu login to windows and use forced flash commands using command prompt.
