I can't format my D drive.

Even after I have removed everything inside, it keeps saying that the driver is in use.

Using an Admin account (or an account with Admin rights) - Go to Control Panel ---> Administrative Tools ---> Computer Management - Disk Management.

You will now see all the drives connected to the computer. Select the drive that you want to format. Format it NTFS. Make sure that you select the correct drive. Formatting will delete all data.

If your drive continues to be in use, following what Ubrales mentioned about formatting through the Disk Management console, you can remove the drive letter from the disk through the same console, which will close whatever is trying to access the disk so you can format it.

If I try to change the letters it just says "Parameter is incorrect"

How many physical hard disks do you have in this computer? Is the "D" drive a separate hard disk?
