[SOLVED] I can't get 1Gbps

I've got a gigabit internet and I can't even reach half of the speed that I'm supposed to get with my pc but my phone can get 800Mbps with wi-fi whilst my pc gets 400Mbps with wired connection. I checked my hardware so that I can be sure my pc can handle a gigabit and it doesn't seem like it's an hardware issue and since I can get 800Mbps with my phone that is connected through wi-fi, it's a software issue?

Many users swear by TCP Optimizer -- https://www.speedguide.net/downloads.php to fix there high WAN speed performance issues.

I've set Windows AutoTune both to disabled and to normal before and it made no difference. Though TCP Optimizer did help but still not getting 1Gbps. I'm getting 670Mbps right now.

Edit: Steam still downloads at 300Mbps, Origin downloads at 500Mbps
