I can't get into safe mode

I have the same log in issue but cannot get into safe mode. I tap f8 and nothing. My computer a Dell Insiron days f2 or f12. Help please

When logging inin error message says user profile failed to load. I trued f8, but it doesn't open to safe mode as mentioned in previous post. My computer says f2 or f12 to reboot but I'm not sure where to go from there.

When you allow it to boot normally, do you ever get to a login prompt with the user name and password, or do you receive an error message before then?
