I can't get my 4K TV to do 60 Hertz. It maxes out at 3840x2160 @30Hz

I own this TV:

I bought it since people claim that it can do 3840p for PCs, but I just got this last night and I can't get it up past 3840 x 2160 @ 30Hz.

My PC uses a Sapphire Radeon R9 290X 4GB:

It's a very expensive GPU which should be able to handle 4K at 60Hz.

I'm also using an HDMI 2.0 cable, the bandwidth for the cable is 22.5 Gbps.

I'm not sure what to do at this point :( my cable, TV and GPU all should be powerful enough to handle 4k @60Hz but I can't get this to budge past 30. There's suppose to be a special setting that needs to be set on this SAMSUNG TV called UHD Color, I have that set to "On", but still nothing. I can't find very much help online about this issue, don't know what's going on with this TV.
 

If the adapter support UHD at 60Hz, then it should work.
The adapter you linked does not support that.
