I can't get my custom pc to run games at 60 fps

I got a new computer that's a custom build, I don't know much about it, a friend helped me pick everything out, but I hope the following gives you a bit of an idea of what I have:
COOLANT: Standard Coolant
CPU: AMD FX-9590 4.70 GHz (5.0GHz Turbo) Eight-Core AM3+ CPU 8MB L2 Cache & Turbo Core Technology
CS_FAN: Default case fans
FAN: Asetek 550LC 120mm Liquid Cooling CPU Cooler - Extreme Cooling Performance (Single Standard 120MM Fan)
MEMORY: 8GB (4GBx2) DDR3/1600MHz Dual Channel Memory
MOTHERBOARD: * GIGABYTE 990FXA-UD3 R5 AMD 990 ATX w/ Ultra Durable 3, On/Off Charge, GbLAN, 4 PCIe x16, 2 PCIe x1, 1 PCI
VIDEO: AMD Radeon R7 360 2GB GDDR5 PCIe 3.0 x16 Video Card (Single Card)

Now, I was told this computer should be able to handle next gen games, but I've hit a bit of a wall here. In Skyrim I can't manage to hit 60fps, and when I do, it dips back down quickly, and lingers quite a bit at 25-40 fps, on ultra, which it should be able to handle... Saints Row 4, though, can run at around 90fps (as unnecessary as that is) if it really wants, on high settings. Why am I not getting consistent frame-rates, and am I actually going to be able to play my next gen games on high settings? What should I do?

I'm afraid not. The 360 is mid/low range at best. What us your PSU? You really need a 380 to do what you want, or if funds allow a 390/Fury if sticking with AMD. But you have a cpu known for huge energy consumption so you need at least a 600w cpu for for the 380, and 750+ if anything more.

+1 everything quoted here is 100% true. I would also add that you need serious cooling with the FX 9590 and your processor may be thermal throttling. You need to run HWmonitor or even better AMD Overdrive and monitor your CPU temperatures while gaming. You listed "standard coolant" for your cooling, what does that mean? Do you have a heat sink with air cooling or the AMD water cooling for FX 9590? AMD's waterblock is small and really isn't any better than a lot of the aftermarket air coolers you can buy. You may need to upgrade to a better heat sink, the FX 9590 is a 220W beast and gets very hot when it turbos to 5Ghz.

your friend is a noob iam sorry to say that if he know you just play games or he's just ripped by some troll saleman. you are better go here 1st. sell your R7 buy the Fury Nano, Fury X, GF970, GF980 ect... your problem is gone, if you're broke a old 7970 is a option for around 100$, dont forget you need a good PSU 620W at least
 



The FX 9590 (although not my first choice) is more than capable of gaming with. Heck I was maxing out Skyrim on a Phenom II 965BE @ 4.0Ghz and GTX 550Ti (2GB) back in the day. So the FX 9590 is more than capable of doing the same. The OP's problem is the weak R7 360. Bare minimum would be R9 280X but we would also need to know what resolution the OP is gaming on. If its 1080p then he should be looking at R9 390 or better but if its only 720p a good sweet spot would be R9 280X or R9 290.
