I cant have stable frame rate with any games I've been playing (gtx 970 strix)

SPECS
CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor
MOBO: ASRock Z97 PRO4 ATX LGA1150 Motherboard
Graphics card: ASUS STRIX GTX 970
RAM: Kingston Fury Red Series 16GB (4 x 4GB) DDR3-1866 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Power Supply: Antec 850w high current gamer

Overclocked my CPU to 4.0 GHz.
I did not tweak anything with the graphics card
Tried out a test with Heaven Benchmark and the test came back as:
Lowest FPS: 2.7
Highest FPS: 53.7
(ULTRA SETTINGS)

Also, I played other games to test them out like CSGO and TF2. When i checked my results, they came back awful. (CSGO) Lowest settings 11-52 fps, (TF2) lowest settings i got 12-80.
How do i fix this problem?

1) right click on your desktop>Nvidia control panne Like>manage 3D settings (top left)>global settings tab> power management> change from adaptive to maximum performance

2) Another setting that can affect performance is DSR or Dynamic Super Resolution. You can also disable this in the global settings tab. DSR renders the game at a higher resolution and then downscales it to your resolution. It improves textures but results in lower frame rates.
I failed to provide all the information? So the logs and the results from programs doesn't provide a the information you need? Then I guess I'm crazy

Also, your comparison between the something we have lived with all of our life vs something you can't just pick up and learn about everything in just one day, it takes time. I've stated in prevouis articles that I'm very new to the pc community and all i want you to do is tone it down a bit. Since I'm new I don't really know what piece to pick out because I don't even know what the problem is
