i can't install an operating system

i can't get my operating system to install

thats my build,i've put everything together and i get this error message "
Reboot and select proper boot device or insert boot media in selected boot device and press a key"
I've tried USB, I've tried optical drive... what else can i do?
ive also tried putting an old 2.5" drive in it and it gets half way to boot on windows and crashes because of different hardware (CPU,GPU,motherboard etc...)
YES I've reset the CMOS
YES I've tried different SATA connections
YES the windows 7 ISO works
YES the BIOS is in the correct boot order

and you press a key and it just drops down a line? Same message over and over?
I have a brand new board in the corner that does that; I would love an answer

I think the boards may be faulty.
The only guy on here who may have come across it is usafret.
I did get mine working once by putting vista on a drive and connecting it (vista keeps the files in case it fails) but it wasnt reliable enough to gift. So I am stuck looking at it.

IVE FOUND AN ANSWER
GET THE ISO IMAGE AND GET THE WINDOWS 7 DOWNLOADER TOOL TO PUT IT ON THE USB FOR YOU

I think the boards may be faulty.
The only guy on here who may have come across it is usafret.
I did get mine working once by putting vista on a drive and connecting it (vista keeps the files in case it fails) but it wasnt reliable enough to gift. So I am stuck looking at it.
