I cant overclock my cpu on my msi b150 gaming m3 PLEASE READ FIRST!!

SO i have a b150 and in the bios i know how to overclock which is the cpu ratio and i have changed it to 42 which is 42 MHz or 4.2 GHz and thats the max it can go since if i raise it higher like 43 it will switch back to its last preset and i left it at 42 and i booted back into my os and launched up CPUz and it says its a 3.9 GHz and my drivers are up to date with everything...

non K 6th gen intel cpu is good pair for non z170 board, if your currently us i5 6600K or i7 6700K should give sufficient power up to GTX 1070 or AMD Fury X, the reason why Intel is clustered their chipset line so that counsumer wouldn't have to pay for feature they don't need.
If you've had 42X multiplier through BIOS and CPUZ doesn't read as 4.2GHz (42X100) because 6th gen intel CPU use base frequency and turbo boost frequency (i.e i7 6700K is 4.0GHz base and 4.2GHz), don't know if MSI B150 gaming M3 equipped with higher power input connector aside from Intel's specification but I doubt it has no more than 4+1 phase power.
Then why cant my cpu z read say it not 4.0 GHz?
like it says 3.8-3.9 GHz
