I can't reset CMOS

HI,
I've build up a new mini-ITX PC:

i3 7100 Kaby Lake
Corsair Vengeance LPX 16GB (2X8GB)
SSD Kingston 240GB A400
ASRock H170M-ITX/DL
POWER SUPPLY: Cprsair VS350
CASE: Corsair Obsidian 250D

But when I power on, nothing happened. Just the two fans started (CPU fan and the 140mm case fan). Pc won't boot, keyboard is not respond, monitor is without a signal,... I looked everywhere on the forum users with same problem, i did as it is writen in the list on this forum and checked 4 times my build but I can't finde the problem.
So i decided to reset the CMOS, but here is something strange. I used a jumper cap to short pin2 and pin3 and tried to start computer but Nothing happened in this case even fans doesn't starts to run and the power LED on the case is off.

Please, i don't know what to do anymore, this computer is my fifth build but I've never had such problem before!
I need help.

Did you tried removing your VGA and RAM and powering on the pc. is there any post beeps. if not try changing your power supply if that doesnt help its a problem with your motherboard

Your motherboard likely needs to have the BIOS updated to support the CPU.

Your best bet, though, is to return the motherboard and get an H270 motherboard.

First of all thanks for such a quick reply!!
The problem is that this motherboard doesn't have any speaker or beeper so I can't check with sound. I didn't instal video card yet, instead I'm using the onboard video card. Do you think that this poer supply is not suitable for this PC?

Your best bet, though, is to return the motherboard and get an H270 motherboard.

Do you have any idea how to update BIOS to support CPU? But on the ASRock main page for this motherboard, the CPU is in the list of supported CPU's.
Also my idea was to buy the new H270M-ITX/AC but before spending more money I would like to try with this one!!
If you have any idea on how to I would be pleased to hear from you.

While the CPU is on the list for supported CPUs, the motherboard likely needs to have its BIOS updated first. When the board first came out only the Kaby Lake CPUs were available, but when Sky Lake came out most mobo manufacturers released BIOS updates that allowed you to use Sky Lake CPUs on their boards.

You can update the BIOS yourself, but you'll need a Kaby Lake CPU to do so. This means you'll either have to borrow a Kaby Lake CPU or buy the cheapest one you can find to get the computer to boot up so you can get into the BIOS to initiate the update process. Another option is to find a store that deals in computers to update the BIOS for you (for a fee).

Thank you for reply but i think that you didn't see my spec, I have already Kaby Lake CPU installed on this motherboard. Anyway I decided to order a new Z270M-ITX/AC motherboard.
I hope that with this motherboard will work everything as must!!
