I run it, and it shows up on the taskbar. But then when I click on it, it doesn't open on my desktop. I can type in it as long as I hover my mouse over the icon, but it's still super annoying.

Solution
Try running it in safe mode? try doing a clean boot?

Tried updating graphics card drivers?

open a command prompt (admin) (does it show on desktop?)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
DISM /Online /Cleanup-Image /RestoreHealth and press enter
SFC fixes system files, DISM cleans image files, re run SFC if it failed to fix all files and restart PC

I have the same problem. Now I managed to get aroud it. When I hover the mouse pointer over the PS's button on the taskbar, a small picture of the window shows up as if it really existed. Then I click on it with the right mouse button and choose "Maximize" on the pop up menu. And it appears! Funny thing - "Restore" doesn't work, not from the popup menu, not from the PS's upper righ corner icons (between minimize and maximize). Restoring it just hides it back.
