I can't sign into my Windows account.
I have a local account and forgot the password to it.
I'm having no luck entering the pin because whenever I enter it, a message that says:
"Your password was changed on a different device. You must sign in to this device once with your new password, and then you can sign in with your PIN."

You do NOT have a local account! If you didn't change the password for your microsoft account elsewhere, you'll need to contact microsoft about a possible account hack

Contact Microsoft directly, call their customer service if you have to. We cannot help with passwords or pins here.
