I cant understand this Crossfire problem mounted 2x r9270`s and i have high cpu usage

hello guys i have a problem! i`ve recently mounted anoter r9 270 to my msi r9 270 GPU and connected them in crossfire. So i have this problem. My cpu usage gets at 100% and the both gpu`s are running poorly and i get freezes.

Cpu:Intel core i5 4460
Gpu: 2xr9 270 crossfire
ram:2x4 gb ddr3 kingstone hyperx fury 1600mhz
mobo: ga-h87-d3h
psu: 600W goldclass super flower

what res are u running the games on?so it works normally with 1 270?

the resolution is 1920x1080 and game settings are low or medium because i like to have 60fps.
but the games seem to perform worse with 2 gpu`s

i`ve tryed i`m wondering if i should reinstall the windows

if youve over clocked them then the power usage greatly increases to a point where 600w may not be enough
