I can't use the Windows search or open certain programs on desktop like chrome(or it extremely slow). Help!

I'm completely confused as to why this is happening. I don't think its a virus ( i ran 3 virus checks). so i figured its got something to do with windows 10. My computer isn't slow when i run these programs which is wierd. When I press on the windows tab in the corner nothing happens (i can right click it).

I have no idea what to do.. help!
