Question I changed my motherboard and CPU at the same time, now getting no video input on monitor ?

I bought a gigabyte b450m ds3h v2 and ryzen 5 3600. My PSU is CV450. The bios appeared once but then it turns back to "no video input". When I try to push the off button on the case, the led light from the motherboard just flickers but it doesn’t turn the PC off.
 
without the GPU it will always say no video, because the CPU doesn´t provide an integrated video chip. So the mobo video outputs can´t work.

did you connect all power connections? to the GPU as well?

yes, it’s all connected. i checked it just now. when i try to turn the pc off, the led from the motherboard just flickers but it doesn’t turn off. can it be because of the psu?
 
okay, thank you! i’ll try changing my psu. but one last question, is 450W too low for a b450m ds3h v2, ryzen 5 3600, rx 580 8gb, 2x8gb 3200MHz with 2 ssd and 1 hdd?
Rx 580 8gb, alone can take up to 185W, CPU 65W and rest about that much. Real PSU sustained power is about 3/4 of it's rated power so yeah , 450W is at edge.
