I changed my resourcecfg to paint an it won't let me uninstall it I delete an do it again and it's come back the same

I'm trying to do the mod for sim and the resources cfg folder won't let me open it it's saying open with so I clicked on the paint an it stuffed everything up what do I do

Open file associations (just click start and type that in the search field) find your cfg extension and remove paint as the default program to open it.
