i cloned my HDD to a new SSD changed boot order in bios but windows still boots from the HDD

i got a new SSD to use as a boot drive and have my HDD as a secondary drive. i cloned the HDD to my SSD using samsung migration then changed the boot order in bios but windows still boots from the HDD when i first went in to disk management it said the SSD was offline i right clicked and changed to online now it just uses it as a secondary drive and boots from the HDD i have rebooted with the HDD unplugged from the motherboard it booted from the SSD no problem but how i can get it to boot from the SSD and use the HDD for a secondary drive?

Asus Z170-E motherboard
WD blue 1TB HDD
Samsung 970 Evo 500GB SSD

I would probably try unhooking the SSD and the SATA data cables and then hooking them to different SATA ports. Then I would power up....go to BIOS.....do all the settings......SAVE.....and see what happens.

Be absolutely sure, like certain, the SSD boots fine without the HDD .

Format the HDD.
