3- clean boot
4- live tile off
5-windows search service (disable upon startup via 1.Run 2.type msconfig, 3.uncheck it in services tab)
6- remove anti virus
7-The virtual memory is set to 4000mb initial size and 8000mb maximum size

please if someone can helpp

Solution
You're always going to get spikes. As the disk is accessed it's utilization is 100% for a moment. It's the long-term situation that matters. You are worrying about nothing; just enjoy using your computer.

Go to: Control Panel/Troubleshooting/System and Security
Run troubleshooters to resolve problems with: Windows Update, Search and Indexing, and System Maintenance.
Reboot - et voilà.

Please make sure to restore wrongly stopped services such as:
BITS (Background Intelligent Transfer Service)
Superfetch
Windows Search

Thanks NorJP
I had a similar constant 100% constant disk usage after upgrade to 8.1, running the troubleshooter to resolve problems with Windows Update found two significant errors and I now have my laptop back again. I think MS ought to refund users of 8 and 8.1 as it is a pile of rubbish

I have had a similar problem. I tried a number of solutions over the past year. This is the first one that actually worked. And it took about 5 min! Thank you so much.

I tried this but it did not work - however disabling Superfetch did solve the problem. Would prefer your solution to have worked as I'd rather not have Superfetch disabled, but it is better than a computer that does not work!

I tried it, and it worked. My disk percentage fell to 8%, but when I rebooted my laptop, it became 100% again. Why is that happening??

I tried the 'solutions' offered by others and nothing worked for me. I even reinstalled Windows 8. No joy. So I created my own solution. I blew away Windows and installed FreeBSD OS, and then installed GNOME3 as my desktop. My family loves it, and the computer is incredibly fast. We like it so much that my other computers also run FreeBSD OS, one running XFCE4 desktop, and the other running KDE4 desktop.
