So basiclly problem with that wire that goes in usb ports,mouse ports,headphones jack.Is it possible to put it some where else because it will get in a way of my video card.

I see several possibilities, but it depends on the case design.

You could probably route it through an opening to the other side of the motherboard tray, then through another cutout behind the mobo and up to the header. But that depends on the presence of cutouts in areas I can't see from the image.

A more definite possibility is to remove the motherboard screws, re-route that wire underneath it, then re-attach the mobo to the standoffs. It should still be able to bend up and ra-attach to it's header.

An undesireable choice...

Next to that like cable is another port that is unused but seems similar,is there way to confirm that those are same ports so just plug it in there?
