Question I disabled hibernation and now PC is stuck in repair loop ?

Computer was working great until last night. I have a dual boot setup with Debian as the main OS and Windows 10 on the side. I was getting tired of Windows 10 constantly locking my Debian partition out of my drive containing nothing but my steam games so I went into power settings and set hibernation to false. Now when I try to boot into windows it will reboot once, attempt a repair, and then complain that it was unsuccessful. Repairing with a Win10 image produces the same results. I've tried everything in the repair interface except resetting windows as I have <Mod Edit> that I'm in the middle of currently.

The srt.log or whatever it creates doesn't seem to exist either so I have no idea why the repair is failing.
