Question I do not have permission to open file

I downloaded a video and all I want to do is convert it to audio to put on a cd, but it says I do not have permission, I looked up how to change permissions and apparently it is to complicated for me to do.

at my witts end and really really really hating windows 10 and all of the security features they packed into it.

I have been building computers since the XT days! not so much in a while just sick of all the hoops you have to jump through to do anything these days.

does not matter now, sorry for the bother, found an online converter that will download the video as an mp3 which is what I was after in the first place.

unless once it downloads it won't let me put it on cd...
