I'm pretty sure that you do not have the optional windows update KB 3035583 installed that will run gwx.exe upon startup.
If you are upgrading to win10 I'd suggest to download the microsoft's windows 10 usb tool from their site if you have a spare usb stick with atleast 4gb of free space.

I had this problem, I downloaded this file, tried 1-I had the updates installed then tried 2 and it appeared.
