I don't have the Windows 7 CD can I use a USB?

I recently built a computer, and I tried to use my old HD with windows 7 in it.

It doesn't work, so I am now using a new harddrive. I don't have the CD anymore but I have the code, can I download and move the install into the USB and install onto the fresh harddrive?
