I don't know how to connect this sound card to my front panel

For what system is this for? What specs?

That site is in Italian and what looks like in the specs suggests it's an old sound card for Win 98 through to WinXP era.

Thats a long time ago and would be why you don't see any fpa headers on the sound card as back then fpa wasn't as common as today.

But the rear doesnt work ether

check in playback devices (Control Panel > Hardware and sound > Sound) for your sound card.then mark it as default.if missing,check in device manager for any missing driver

Has onboard sound ever worked? If so, what has changed since then?

If motherboard audio is indeed broke, then modern sound cards are available.
