I dont know how to tell if my motherboard is dead.

I have built a pc before, it turned out great. I am building a way cheaper build for my little brother. So far I only have the case, a Rosewill Challenger S, the psu, a Silverstone - 300 80+ Bronze, and the motherboard, a Gigabyte GA-AB350M-DS3H.
On my last build I could just have those three things hooked up and when I powered on my Case the fans would start turning. With this build, nothing happens, there are not any sys fan ports on the mobo except on 4 pin, but i have 3, 3 pins.I am not sure how to tell if its the PSU, case, or Mobo.

use the tracepath lighting to determine what is the issue. I would think you need a cpu and memory at least

On a Gigabyte motherboard, is the tracepath lighting the orange light lines that come on? They do nothing at all on this one. They powered on my last build without CPU and RAM

it might be dead or something wrong with the psu or power connection? did you put in the risers so no short circuits?

I put the riser in their spots on the case.
