you're mixing up 2 things. the 1 gb is the amount of Vram the card has. passive refers to the cooling method.

passive cooling means it does not have an active fan blowing air on the card. instead it relies on airflow within the case to move air across the card and keep it cool. you need a lot of airflow in the case to run passive cards most of the time. not really a bad thing but just real different than a normal card cooled by 1 or more fans.
