Question I don't know what is wrong

Alright, I just built a brand new pc. The issue is the uefi is slow. It takes several seconds for the mouse to catch up and I have to click several times for to select anything. At first it was fine, then this happened. I managed to get windows installed and all the other necessities installed, But then when I started to run a game it started freezing and I had to close the game. I have no idea what is wrong. I tried another power supply so I don't think that's the problem.
My build is -
i7-8700
ASUS ROG Strix z390-f
EVGA 2060
Corsair vengeance rbg pro 16 bg
Intel m.2
EVGA supernova 750 g3 80 plus gold fully modular
Be quiet dark rock pro 4
EDIT:
I've narrowed it down to if something is in the 3.0 USB slot on the top of the case... Any ideas?

Try a different mouse sometimes gaming mice and keyboards don't play nice with the bios.
