Hi. I have a case that is named FLOSTON WINNER II , and the PSU came with it , a 500W PSU.
I have a i5 4460 , 8GB RAM at 1600 mHz and a ASUS R7 240 Low Profile 2GB 128-bit running on it. Can I upgrade the GPU to a Inno3D GTX 1050 ti x2 4GB ? Or I have to change the PSU first ?

There are 1050 Ti models that do not require a 6 pin pci-ex connector, you should choose from those models. It looks like that model does not require one, so that model should work, just replace your 240 with it.

It's true that power supply is terrible and it would be wise to replace it if you can. The new card will work though, for as long as that power supply lives.
