Question I don't know what to do

So i build a pc because my old one died because of short circuit so it has
Core i5 3gen
500gb hdd
500watts psu
4gb ram
Amd r5 240
I don't know but everytime i open my pc first it take so much time loading then he can't open anything like gta rl even cs go
I am sick of it i need some advice to run it smoothly

well with 4GB ram, you should stick with 32bit operating system, it eats less ram then 64bit
other than that, you could also consider ssd drive

It is due to the mechanical hard drive I would assume. I would advise to get a SSD and a bit more ram.
