I Don't Know What to Upgrade in my PC

Hey! I'm currently trying to upgrade my PC. First off, specs are here:

GPU: NVIDIA Geforce GTX 980 4GB GDDR5 PCI-E
RAM: 32GB (8GBx4) DDR3-2133 ADATA XPG V3
CPU: Intel i7-4790K 4.0GHZ 8MG LGA1150 RETAIL
Storage: 256 MB SSD, 2 TB (1TBx2) HDD
PSU: EVGA 600 Watt 80 Plus
Motherboard: MSI z97S SLI KRAIT EDITION ATX LGA 1150

My PC is watercooled too, and it has 4 fans. My main goal is to be able to stream at 1080p, and play a game like Overwatch, on the highest settings at the same time, and be able to run games at full graphics, like Black Desert Online, Skyrim, and other high end graphic games like Siege. What should I plan on upgrading in the next 6 months? I'm thinking I'm gonna need a better graphics card, but as for my other hardware, I have no idea what pros these things bring when it comes to performance and graphics. I have a budget, around $1,250, but I would like to hear reasonable upgrades with this budget, and if it is super reasonable and above my budget, I'll try and see what I can do, like sell my old stuff.
 
Solution
Well, once you get up to 4K, even a 1080Ti is going to barely be able to guarantee 60fps at max details. You're pushing eight times as many pixels when you move up to 4k from 1920x1080.

no, definitely not, I can't even run Overwatch on the highest settings, without streaming, and I want to run a solid 120 FPS on Overwatch.

Would you consider keeping my old one if i get a 1080 ti?

If you're at 1080p, I'm not sure there are many meaningful upgrades in which you get bang-for-your-buck. I'd probably get a quality power supply to have a good foundation for future upgrades, but there's not a lot of value upgrades here.

I don't know if you really understood me. I said I would LIKE to STREAM at 1080p, without my computer getting super slow. I play games at 1080p, but would eventually like to get 4K monitors.
