I downloaded GMER and now I can't find it to delete it.

It didn't download as "GMER". It downloaded under some random name that started with an 'h'. I went to my Downloads folder and deleted the thing I had to click on to download it... How can I find and remove this?

Downloading is one thing.

Installing is another.

If you never installed the program, then deleting the downloaded file should be the end of it.

If you did install it ("h..... whatever) then use Control Panel > Programs > Uninstall a program to select and uninstall the program.
