I don't know much about computers but I know how to slap some parts together. I have a i7-2600k cpu @3.4ghz. GTX 970. 16gb of RAM. 750w power supply. Battlefield 1 runs at about 30fps on medium graphics at 1080p. Fallout 4 runs about the same as BF1. GTA 5 will run in the 40 to 50 fps range.

That's not a good PSU actually, reviews show it doesn't hold up to its promises, and when it gets heated its performance drops quite badly.
An underpowered system won't deliver what one expects from it, but let's not jump into conclusions yet, run HWInfo and enable its log feature, minimize it and then play some game for 10min or so, after that upload the log file so we can see what's exactly going on in your pc.

if I need to swap out my power supply I think I have a spare 650w in my basement somewhere. I only put in the 750w when I built it cuz my friend gave it to me for like $20 and I thought hey an extra 100w might as well

Ok, two things going on in your PC:
1.- Your CPU is reaching up to 91ºC causing some throttle down here and there (though not as much as I would have expected with that temp), these throttle downs hinder your PC performance. Make sure to deal with this ASAP, clean out all the dust inside your case and fans, and it seems its time to apply fresh thermal paste on your CPU (lots of youtube guides for this).
2.- Your HDD usage is at 100% during the whole test, even before you launched whichever game you've used, so take a look in your task manager to find out which program/process is using so badly your HDD. Having it at 100% usage often slows down heavily your system. Btw in those almos 20min of test your HDD read over 13GBs of data, something's clearly wrong there.
As for your PSU, it seems to be holding up just fine, so for the moment you don't need to worry about it, but it's highly suggested to replace it with a quality unit when your money allows it. A 500w model like the XFX TS or a Seasonic 520 S12II are far better than the 750w you currently have.
