I get a lower fps than expected

I play gta 5 online sometimes. but my fps is around 40-70. When I look at expected fps it should be 130 fps. Game settings are on Ultra.

My computer stats

Platform:
Windows NT 6.2 (build 9200) 64bit

CPU model:
Intel(R) Core(TM) i7-8700K CPU @ 3.70GHz (3695MHz) x6 (Water cooled)

GPU model:
NVIDIA GeForce GTX 1080 23.21.13.9135 (4095MB) x1 (asus rog strix A8G [trio fan])

Mode:
1920x1080 fullscreen 144 hz

I dont know what to do and can't see anything bottlenecking.

Well thanks for the answer and I bought this pc didn't built it but quad would be better to be honest thanks!!

Actually quad would not be as good as dual channel.

But, looks like something is still wrong. Tried using DDU in safe mode and reinstalling driver?

Latest bios and mobo drivers?

Temps ok? Cpu clocking to full speed under load?

gpu's heat is normal I think cpus too I didnt install the latest bios and intel storage I dont know what is ddu in sfae mode
