My GPU usage keep dropping when the wattage for the GPU is 100watt++ even if the gpu usage is 50-60%, so when I game on 99% GPUusage i start getting FPS/GPU usage/WATT drops, maybe someone will say check your temprature but my temprature is under 70 for GPU and under 60 for the CPU while high stress which mean that my temps are good.

i will give example for heavy game as red dead redemption2 online, i play on 1440p lets say normal settings and 100fps, here the GPU usage will be 99% and 200watt which will cause tons of stutters, then I have to lower the resolution to 1080p and cap the FPS to 60 just to make the power under 80watt then the GPU usage is just 60% what a waste of 40%.

Another example for light game which is Rocket league on 1440p and uncapped FPS i can easily hit 400FPS++ which will make my GPU usage 96% and power reach around 200watt which cause tons of FPS drops, so i have to cap my FPS and will only get 40% gpu usage and 62watt usage and waste 60% usage.
So i am not able to use my full GPU power and this is a big problem which annoys me too much because sometimes I need to, also my CPU usage is always less than the GPU so i dont have bottleneck

Does your monitor have freesync? If not try using the fps limiter in the Nvidia control panel 3d settings. Try to find a fps setting that will smooth out the problem. I think you are worrying too much about power percentages. What is important is lag/stutter free gaming.
Sounds like a frame pacing issue and you may have to cap the FPS. A cursory glance on the internet tells me Red Dead Redemption 2 does have frame pacing issues and locking it to 60 FPS seems to help.

Also I would argue unless you have a 360Hz monitor, there's no reason to run Rocket League at 400 FPS.

Thats why i mentioned Rocket league, many people play on 240hz with no problems i play on 144hz and have problem + yes there is no point for playing on 360FPS but the lag still exist on 144hz so even on 144hz i am not using 99% just around 70%
