I get low fps and fps drops every second on a high end pc

Hey guys I'm having problems in GTA V, my fps drops to 12-15 and highest i can get is like 45 I'm trying to fix this since I bought the game (it was like at the end of may) but I couldnt find anything regarding my problem so I made a post

My pc

Gaming X 1070 8 gb
16 gb ram
i5 7600k
Monitor: PG248Q 180Hz


For anyone whose having similar problems I'm putting my comment here as well so it'll be easier to see than just scrolling down: Thanks for everything guys, I did as smorizio said and updated my bios, which led to windows crashing then I reinstalled windows but at the end it was fixed. I dont know which did the trick but it's all smooth now.
 
Solution
make sure the mb bios is up to date. on an old game like that see if it running 9x or 12. if it running older version of dirext try making it use the newer 12x.
so even a 1070 cant run it? It's using 2470 or something like that of my video memory and 8600-ish of it is the max, also I made it like 2831 and I still got the same fps which is weird cause it should've reduced the amount of fps I get right? well no
 
I'm having the same issue and I can't find a fix for it at all

CPU: Intel Core i7 7700K
RAM: 16GB DDR4
Mobo: Gigabyte Gaming B8
GPU: NVIDIA GeForce GTX 1060 6GB (EVGA SSC)
